This document presents the methodology for tracking the implementation of Protection Centrality in Somalia’s 2026 Humanitarian Response. It defines the objectives, scope, and key principles that will guide protection monitoring, learning, and evaluation processes. Although the Humanitarian Country Team’s Protection Centrality strategy and workplan for 2025-2026 provides a monitoring framework, the Humanitarian Country Team retains responsibility for implementing this framework and adapting to system-wide changes as needed. This annex seeks to maintain critical protection risk mitigation at the core of humanitarian efforts and ensure monitoring outcomes inform decision-making throughout the response process, without establishing duplicate reporting mechanisms.
