Somalia has taken meaningful steps toward addressing climate change, though it has not yet set a specific net-zero emissions target. In 2016, Somalia was an early signatory of the Paris Climate Agreement. The country formulated its first National Adaptation Programme of Action (NAPA) in 2013, developed with the support of the United Nations Development Programme (UNDP), marking its initial move toward a nationwide climate adaptation strategy.

In 2021, Somalia submitted an updated Nationally Determined Contribution (NDC) plan, aiming to reduce greenhouse gas emissions by 30% by 2030 compared to business-as-usual scenarios. This plan emphasizes adaptation strategies to enhance resilience against climate impacts.

Recognizing the importance of environmental governance, Somalia established the Ministry of Environment and Climate Change on August 9, 2022. This ministry is responsible for formulating and implementing policies related to environmental conservation and climate change adaptation and mitigation. Its mandates include environmental conservation, climate change mitigation and adaptation, natural resource management, education and awareness, and international cooperation.

While Somalia has not yet committed to a net-zero emissions target, these initiatives demonstrate the country’s commitment to addressing climate change and building resilience against its impacts.
