MOGADISHU His Excellency Hamza Abdi Barre, Prime Minister of the Federal Government of Somalia, has issued a high-level executive decree appointing the Supreme Committee for the Management of the National Disaster Risk Management Fund, enhancing the nation’s capacity to respond to environmental challenges.

As reported by the Somali National News Agency (SONNA), this significant initiative aims to formalize the National Fund’s operational framework, creating a comprehensive safety system capable of implementing preventive security measures and disaster preparedness programs across all regions through Prime Minister’s Decree No. 197/2026.

The directive names His Excellency Ali Yusuf Ali (Ali Hoosh), Minister of Interior, Federal Affairs and Reconciliation, as the Supreme Committee Chairman, and His Excellency Bihi Iman Egeh, Minister of Finance, as Vice-Chairman to oversee financial sustainability and efficient resource allocation for humanitarian operations.

The committee includes His Excellency Mohamud Abdirahman Sheikh Farah (Beene Beene), Minister of Planning, Investment and Economic Development; His Excellency Hassan Hussein Mohamed, Minister of Livestock, Forestry and Range; and His Excellency Gen. Bashir Mohamed Jama (Bashiir Goobe), Minister of Environment and Climate Change.

For administrative coordination, the government representation also includes His Excellency Dr. Ali Haji Adam, Minister of Health and Human Services; His Excellency Jamaal Mohamed Hassan, Minister of Commerce and Industry; His Excellency Hirsi Jama Gani, Minister of State for the Office of the Prime Minister; and Mr. Mohamud Moallim Abdulle, Head of the Somali Disaster Management Agency.

Incorporating ethical and compassionate principles into emergency response, the decree appoints respected religious leaders Sheikh Bashir Ahmed Salad, First Vice-Chairman of the Somali Scholars Union, and Sheikh Mohamud Sheikh Abdullabari, Vice-Chairman of Social and Relief Affairs of the Somali Scholars Union.

Connecting economic planning with community support, the executive council incorporates corporate representation by appointing Mr. Abdirahman Abdullahi Adan (Galaanbi), Vice-Chairman of the Somali Chamber of Commerce and Industry, and Mr. Abdullahi Nur Osman, Chairman of the Hormuud Salaam Foundation.

The humanitarian framework also ensures civil society participation by appointing Ms. Maryan Taqal Hussein and Ms. Duniyo Mohamed Cali as council members, with Mr. Abdullahi Mohamud Dirie, Director of the National Disaster Risk Management Fund, serving as the Committee’s Secretary-General.

With this authority, the Supreme Committee will oversee the fund’s financial management, approving allocations for strategic risk reduction projects, environmental adaptation initiatives, and humanitarian efforts aimed at ensuring the security, dignity, and economic stability of both rural and urban communities.

This decree establishes a deliberate connection between political leadership and humanitarian financing, solidifying the National Disaster Fund as the cornerstone of domestic resilience. By integrating state planning, religious guidance, corporate involvement, and civic engagement into a single administrative body, the Prime Minister creates a people-centered institutional approach that redirects national priorities from crisis response to sustainable, community-based risk prevention.
