Mogadishu, Somalia – The Ministry of Environment and Climate Change has launched an ambitious call for global support following its Post-NDC 3.0 Donor Consultation, presenting Somalia’s enhanced climate action targets and investment priorities.
Under the updated Nationally Determined Contribution (NDC 3.0), Somalia has pledged to cut greenhouse gas emissions by 34 percent by 2035. At the same time, the plan focuses on strengthening resilience for millions of people already facing the devastating impacts of recurrent droughts, floods, and food insecurity.
Officials described NDC 3.0 as more than a policy—it is a fully investable roadmap designed to unlock resources for both mitigation and adaptation. The strategy highlights urgent action across six critical sectors: agriculture, livestock, forestry, water, energy, and waste management. These areas not only underpin Somalia’s economy but also represent the frontlines of climate vulnerability.
“This roadmap is about protecting lives and livelihoods while opening pathways to stability and sustainable growth. Investing in NDC 3.0 means investing in Somalia’s resilience, food security, and long-term peace.” ministry officials told the consultation, urging development partners and donors to scale up financing.
Somalia’s appeal comes as the country faces some of the harshest consequences of climate change, despite contributing minimally to global emissions. With limited fiscal capacity, the government emphasized that external financing and technical support will be decisive in turning ambition into reality.
By aligning climate action with development priorities, Somalia aims to chart a path that safeguards communities, reduces risks, and accelerates inclusive growth, while also contributing to global emission reduction efforts.
